Non-Basmati rice can be exported freely by private parties and State Trading Enterprises from privately held stocks through specified ports and land customs stations. Rice of seed quality is now classified as 'Restricted,' requiring an export license and compliance with specific conditions, including documentation and labeling that seeds are chemically treated and unfit for consumption. Other rice in husk, except seed quality, is also restricted and requires a license for export. The changes are effective immediately.
