      Reduce AIDC on crude soya, sunflower and palm oils - Seeks to further amend No. 49/2021-Customs, dated the 13th October, 2021 to extend the end date to 31st March, 2025
      Summary: The notification substitutes the prior expiry date with 31st March, 2025 for the customs relief provided in the principal notification, and adds a proviso that the relief shall not apply to the goods specified at serial numbers 1, 2 and 3 of the Table on or after 1st April, 2024.

      Rate of exchange of one unit of foreign currency equivalent to Indian rupees - Supersession Notification No. 90/2023-Customs(N.T.), dated 7th December, 2023
      Summary: The Central Board of Indirect Taxes and Customs determines rates for converting specified foreign currencies to Indian rupees for customs valuation of imported and export goods, effective from 22nd December, 2023, and superseding an earlier notification except for prior actions. Schedule I provides per-unit exchange rates with separate columns for imported and export goods; Schedule II provides exchange rates per 100 units for designated currencies, also distinguishing imported and export rates.

      Foreign Exchange Management (Manner of Receipt and Payment) Regulations, 2023
      Summary: Regulations require receipts and payments between residents in India and non-residents to be made through an Authorised Bank or Authorised Person, with the Reserve Bank able to permit exceptions on application. Trade transactions have country-specific settlement rules: Nepal and Bhutan in Indian currency (with limited exceptions), ACU members via the ACU mechanism or RBI directions, and non-ACU countries in Indian currency or foreign currency. Non-trade transactions mirror these country-specific currency rules, and current account transactions with visitors must be in Indian currency; payments may also be by debit/credit to permitted bank accounts.

      Amendment in Notification No. 17/2017- State Tax (Rate), dated the 30th June, 2017
      Summary: Amendment removes omnibuses from the general motor vehicle clause by substituting language to read "or any other motor vehicle except omnibus" and inserts a new clause (ia) treating "services by way of transportation of passengers by an omnibus" as a distinct category, except where the service is supplied through an electronic commerce operator that is a company. The Explanation is expanded to define "Company" by reference to the Companies Act, 2013. The amendment takes effect from the twentieth day of October, 2023 and amends Notification No.17/2017-State Tax (Rate).

      Amendment in Notification No. 1/2017-State Tax (Rate) dated the 30th June, 2017
      Summary: Amendment updates the State GST rate notification by inserting a tariff entry for molasses, adding a pre-packaged and labelled millet flour preparation containing at least seventy percent millets by weight into the reduced-rate schedule, revising a mid-rate schedule entry to include that millet product and inserting a tariff entry for spirits for industrial use, and omitting the first entry of the higher-rate schedule.

      Amendment in Notification No. 17/2017-State Tax (Rate), dated the 30th June, 2017
      Summary: The notification amends the State Tax (Rate) provision to exclude omnibus from the phrase "omnibus or any other motor vehicle" and inserts a new clause treating transportation of passengers by an omnibus supplied through an electronic commerce operator as a distinct category, except where the supplier through such operator is a company; it also defines "Company" by reference to clause (20) of section 2 of the Companies Act, 2013.

      Amendment in Notification No. 15/2017-State Tax (Rate) dated the 30th June, 2017
      Summary: The substitution expands the taxable description to cover construction of a complex, building or part intended for sale where the amount charged includes the value of land or undivided share of land, except where the entire consideration is received after issuance of the completion certificate, where required, or after first occupation, whichever is earlier.

      Summary: The amendment replaces "Social Auditor" and social audit firm terminology with "Impact Assessor" and "Impact Assessment", broadens investor access by removing limiting language and adding retail investors, and substitutes references to institutional/non institutional investors with "eligible investors". It substitutes Regulation 292K to require the Board to specify procedure and conditions for public issuance of Zero Coupon Zero Principal Instruments by NPOs, substitutes Regulation 292M to require the Board to specify fund raising document contents, and omits Regulation 292N.

      Clarification regarding submission of particulars and declaration by the insolvency professionals in the application filed by creditor(s) in Part IV of Form C of the IRP PGCD Rules.
      Summary: Where a creditor files an application recommending an insolvency professional, the proposed professional must provide the particulars and declaration in Part IV of Form C to the creditor for the Adjudicating Authority's consideration; when applications are filed through a resolution professional those particulars and declaration are furnished by that professional and the Adjudicating Authority verifies there is no disciplinary proceeding pending against the proposed professional from the IBBI database before appointment.

      Liberalised Remittance Scheme (LRS) for Resident Individuals- Reporting of monthly return and daily transactions
      Summary: LRS reporting obligations for AD Category I banks are migrated to the Centralised Information Management System (CIMS). AD Category I banks must upload the LRS monthly return on or before the fifth of the succeeding month (commencing December 2023) and the LRS daily return on the next working day from December 26, 2023. Monthly and daily returns are assigned return codes R089 and R010 respectively. If no data is to be furnished, a 'NIL' report must be uploaded on the CIMS portal.

      CIMS Project implementation - Discontinuation of submission in legacy XBRL
      Summary: AD Category I banks must discontinue submission of two specified gold import returns on the legacy XBRL platform and upload them on the Centralised Information Management System (CIMS) portal, with banks required to file half yearly and monthly statements of quantity and value of gold imports (mode of payment details and cumulative monthly positions) or a 'NIL' report where no data exists; directions are issued under Section 10(4) and Section 11(1) of the Foreign Exchange Management Act, 1999.

      Rupee Drawing Arrangement - Submission of statement/return on CIMS Portal
      Summary: Rupee drawing arrangement reporting for AD Category I banks is shifted from XBRL to the Centralized Information Management System (CIMS) portal. From the quarter ending December 2023, banks must upload the statement under return code R129 on CIMS and submit a 'NIL' report if no data exists. The existing Master Direction will be updated and the change is issued under the Foreign Exchange Management Act, subject to other statutory permissions.

      Summary: Quarterly reporting of issuance of bank guarantees for trade credits must be submitted only on the Centralised Information Management System (CIMS) under return code R131; submission via the XBRL platform will be discontinued and the Master Direction on External Commercial Borrowing, Trade Credit and Structured Obligations will be updated accordingly.
