      Seeks to levy anti-dumpnig duty on imports of 'Silicone Sealant' originating in or exported from China PR for a period of five years.
      Summary: Imposition of anti-dumping duty on silicone sealants originating in or exported from China PR for five years, with specified per metric tonne USD rates assigned to two named producers, other producers from China PR, and exports from China PR via other countries. A defined list of product exclusions is provided, while three specified exclusions are limited to bona fide actual users who must produce import-time declarations and maintain verifiable monthly consumption records. Duties are payable in Indian currency and converted using the Ministry of Finance exchange rate applicable on bill of entry presentation.

      Seeks to notify 01.01.2022 as the date on which provisions of section 108, 109 and 113 to 122 of the Finance Act, 2021 shall come into force.
      Summary: The Central Government, exercising the power under clause (b) of sub section (2) of section 1 of the Finance Act, 2021, appoints 1 January 2022 as the date on which the provisions of sections 108, 109 and 113 to 122 of the Act shall come into force by notification of the Ministry of Finance, Department of Revenue, Central Board of Indirect Taxes and Customs.

      Seeks to bring sub-rule (2) and sub-rule (3), clause (i) of sub-rule (6) and sub-rule (7) of rule 2 of the CGST (Eighth Amendment) Rules, 2021 into force w.e.f. 01.01.2022.
      Summary: Notification No. 38/2021 Central Tax fixes 1st January 2022 as the commencement date for sub rule (2), sub rule (3), clause (i) of sub rule (6) and sub rule (7) of rule 2 of the Central Goods and Services Tax (Eighth Amendment) Rules, 2021, issued by the Ministry of Finance under the enabling provision in sub rule (2) of rule 1 of those Amendment Rules.

      Amendment in Notification No. 11/2017-State Tax (Rate), dated the 29th June, 2017
      Summary: The notification amends Notification No. 11/2017-State Tax (Rate) by replacing references to "Governmental Authority or Government Entity" with "Union territory or a local authority" in specified items of serial number 3 and omitting the corresponding conditions in column (5) for those items. It also amends serial number 26 by inserting an exclusion: after the Customs Tariff Act, 1975 reference, add "except services by way of dyeing or printing of the said textile and textile products." The amendments take effect from the first day of January following issuance.

      Restoration of relaxed timelines w.r.t. validity of observation letter pertaining to Mutual Funds
      Summary: SEBI has reinstated a six month validity period for observation letters to launch New Fund Offers, reversing the temporary one year extension. Observation letters already issued under the extended one year regime remain valid for launch up to one year from their date. The change is effective immediately and is issued under SEBI's regulatory powers to protect investors and regulate mutual funds.
