      Amendment in policy conditions governing import and export in rough diamonds falling under Chapter-71 of Schedule (l) of ITC(HS) 2017 and Schedule (II) of ITC(HS) 2018
      Summary: Import and export of rough diamonds under the relevant tariff chapter are prohibited unless the concerned importer or exporter is registered with the designated importing and exporting authority responsible for implementing the Kimberley Process Certification Scheme; new policy conditions for import and for export make such registration a mandatory precondition for lawful trade.

      Supersession of Notification No. 89/2020 – State Tax, dated the 31st March, 2021,
      Summary: The executive authority waives the amount of penalty payable by any registered person under the GST penal provision for non compliance with the specified departmental notification, covering failures within a defined past period; the notification supersedes an earlier departmental notification while preserving consequences of actions or omissions occurring before supersession.

      Amendment in Notification No. 73/2017–State Tax, dated the 31st January, 2018.
      Summary: The amendment waives, for financial year 2021-22 onwards, the total amount of late fee under section 47 for registered persons who fail to furnish FORM GSTR-4 by the due date to the extent it exceeds specified thresholds, distinguishing between returns with nil state tax and other returns.

      Amendment in Notification No. 04/2018–State Tax, dated the 23rd Feb, 2018.
      Summary: The notification inserts a proviso waiving the portion of late fee payable under the GST provision that exceeds specified amounts for registered persons who fail to furnish details of outward supplies in FORM GSTR-1 by the due date for tax periods or quarters from June, 2021 onward, with capped amounts set separately for nil outward suppliers and for registered persons within two aggregate turnover bands in the preceding financial year.

      Allocation of additional quantity of 303 MT for export of raw sugar to USA under Tariff Rate Quota (TRQ) for the Fiscal Year 2021.
      Summary: An additional 303 MT of raw sugar has been allocated for export to the USA under the Tariff Rate Quota for fiscal year 2021, raising the total TRQ allocation to 8,727 MT. Exports under this TRQ are free but governed by the Nature of Restrictions in Notification No. 3/2015-20 and the reporting requirements of Public Notice No. 33/2015-20. Certificates of Origin, if required, will be issued by the Additional Director General of Foreign Trade, Mumbai, and other applicable certification requirements continue to apply.

      Applications for allocation of Tariff Rate Quota (TRQ) under India - Mauritius CECPA for the year 2021-22.
      Summary: The Directorate General of Foreign Trade has amended condition (ii)(f) of Annexure III to Appendix 2A of Public Notice No. 31/2015 20, extending the last date for online submission of applications for allocation of Tariff Rate Quota (TRQ) under the India-Mauritius CECPA for the financial year 2021 22; all other modalities, including eligibility and allocation procedures for import authorization under the prior notices, remain unchanged.

      Instruction No. 23/2021-Customs - dated 23-11-2021
      Import of wireless equipment by Telecom Service Providers (TSPs) on the basis of self-declaration.
      Summary: TSPs may import wireless equipment on the basis of self declaration via the Saralsanchar portal: submissions 30 days before port entry yield an immediate system generated certificate on payment of Rs. 500; submissions within 30 days require Rs. 5,000 and departmental authentication with issuance after 48 hours. Customs will accept and may QR verify these certificates; the facility is effective 15 November 2021. The certificate provides technical clearance only, is cancellable for violations or false declarations, and imports remain subject to DoT agreements, frequency assignments and WPC/WMO inspections.
