      Summary: The Sea Cargo Manifest and Transshipment (Fourth Amendment) Regulations, 2024 amend the Sea Cargo Manifest and Transshipment Regulations, 2018 with effect from publication in the Official Gazette.       Summary: Waiver of late fee is granted for registered persons required to deduct tax at source who fail to furnish FORM GSTR-7 for June 2021 onwards; the waiver covers the portion of late fee in excess of twenty-five rupees per day, subject to an overall waiver of the portion exceeding one thousand rupees, and fully waives late fee where the total state tax deducted at source in the month is nil. The notification supersedes the earlier order and is effective from 1 November 2024.

      Investments in Overseas Mutual Funds/ Unit Trusts by Indian Mutual Funds
      Summary: Indian mutual fund schemes may invest in overseas mutual funds/unit trusts provided the underlying overseas MF/UTs do not have more than 25% exposure to Indian securities at the time of investment. Such overseas funds must be pooled blind vehicles with pari passu and pro rata investor rights, managed by an independent investment manager, disclose portfolios at least quarterly, and must not have advisory agreements with Indian mutual funds. If exposure breaches the limit post investment, a six month observance period applies followed by a six month liquidation period if rebalancing does not occur; non compliance attracts specified restrictions on the asset management company.

      Summary: Condonation of delay under clause (b) of sub section (2) of section 119 is extended to returns claiming deduction under section 80P for assessment year 2023 24 where delay arose from delayed statutory audits; Circular No.13/2023 is applied to such returns, subject to its conditions, so they may be treated as returns furnished on or before the due date under sub section (1) of section 139 if conditions are met.
