of <h1>New mandatory lab-grown diamond production codes in customs declarations under 2018 Bill of Entry, 2019 Shipping Bill Regulations</h1> The circular mandates, effective 01.12.2024, that importers and exporters of synthetic or reconstructed diamonds must provide specific additional qualifiers in customs declarations under the 2018 Bill of Entry and 2019 Shipping Bill Regulations. For specified tariff headings (71042110, 71042120, 71049110, 71049120), declarants must indicate the method of production of lab-grown diamonds using designated info codes: LGD001 (Chemical Vapour Deposition), LGD002 (High Pressure High Temperature), and LGD003 (Other). These details are compulsory in import/export documents to improve assessment quality, reduce queries, expedite cargo clearance, and support policy formulation. Customs authorities are instructed to issue public notices and report implementation issues to the Board.
