      Summary: A definitive anti-dumping duty is imposed on PTFE (tariff item 3904 61 00) originating in or exported from Russia to address continued dumping and injury to the domestic industry. The notification prescribes specified per-metric-tonne duty amounts denominated in US dollars for defined origin/export permutations, requires payment in Indian currency using government-notified exchange rates with the bill of entry date as the relevant date, and sets the duty period as five years from publication unless earlier revoked, superseded or amended.

      Summary: Residents in India may enter into foreign exchange derivative contracts to hedge or otherwise in respect of transactions permissible under the Foreign Exchange Management Act, in accordance with Schedule I, and Schedule I is amended to permit writing standalone options: cross currency options (excluding the rupee) and foreign currency-rupee options through authorised dealers against permitted underlying foreign exchange exposures, subject to terms and conditions stipulated by the Reserve Bank of India.

      Foreign Exchange Management (Foreign Currency Accounts by a person resident in India)(Amendment) Regulations, 2016
      Summary: The amendment allows insurance/reinsurance companies registered with IRDA to maintain foreign currency accounts abroad for business expenditures and to credit premia received outside India. It further permits Indian startups, or other entities notified by the Reserve Bank in consultation with the Central Government that have overseas subsidiaries, to open foreign currency accounts abroad to credit export/sales earnings and overseas subsidiary receivables, provided account balances are repatriated to India within the period prescribed under the Foreign Exchange Management (Export of Goods and Services) Regulations, 2015; "startup" follows the government notification definition.

      Summary: Notification under section 10(46) notifies Uttar Pradesh State AIDS Control Society as exempt in respect of grants from the National AIDS Control Organisation and interest on bank deposits, effective for the period 1 June 2011-31 March 2013 and financial years 2013 14 through 2015 16, subject to conditions that the Society does not undertake commercial activity, maintains unchanged activities and specified income, and files returns as required by clause (g) of section 139(4C); grants must be received and applied per prevailing rules.

      Section 10(46) of the Income-tax Act, 1961 – Central Government notifies “Pollution Control Board, Assam” a body constituted by the Government of Assam in respect of the following specified income arising to that Board
      Summary: Notification designates Pollution Control Board, Assam as a notified body for exemption of specified receipts, listing consent fees, analysis fees, reimbursements from central monitoring programmes, authorisation fees, cess reimbursements and appeal fees, RTI fees, public hearing fees, interest on staff loans and on deposits, and miscellaneous receipts; and conditions that the Board shall not engage in commercial activity, its activities and specified income remain unchanged, and it shall file returns as prescribed for notified bodies.

      Seeks to amend notification No. 30/2012-Service Tax dated 20th June, 2012, so as to prescribe extent of payment of service tax by a business entity as a recipient of services provided by senior advocates
      Summary: The amendment clarifies that representational services provided by a senior advocate before any court, tribunal or authority to a business entity located in the taxable territory are treated as services provided to that business entity, including where the contract is entered through another advocate or firm; the business entity who is litigant, applicant or petitioner shall be treated as the person receiving the legal services for the purposes of the notification.

      Summary: Amendment expands the service tax exemption for legal services by senior advocates: such services are exempt when supplied to any person other than a business entity, and are exempt when supplied to a business entity whose turnover in the preceding financial year is at or below the specified small-business threshold, by substituting clause (c) of entry 6 in the first paragraph of Notification No.25/2012-Service Tax.
