      Certain clarifications about DPD facility -Reg.
      Summary: When a DPD importer's bill of entry is not RMS facilitated or containers require examination due to a CSD hold, containers must be moved from the port terminal to the preferred CFS nominated by the importer. The importer must promptly engage and notify the selected CFS, shipping line and terminal operator to ensure evacuation without delay; clearance shall continue from the CFS as per normal procedure. Port terminals must not apply the 48-hour limitation to delay such movements. Specific difficulties may be escalated to the DPD Cell.

      Digitization of Drawback Refund claims under section 74, Supplementary and Manual Brand rate Drawback claims at JNCH, Nhava Sheva – Reg.
      Summary: A dedicated service centre at JNCH will receive drawback refund claims including claims under Section 74, assign a unique ID and issue an acknowledgement; a vendor will digitize the claim and documents (collecting a prescribed fee and issuing a receipt showing the unique ID) and the hard copy will be forwarded for processing. Supplementary documents may be submitted and digitized against the same unique ID without additional fee, while any change in the claim needs prior approval of the Deputy/Assistant Commissioner of Customs of the Drawback section.

      Summary: ICES 1.5 is launched at ICD Sachana to enable centralized electronic processing of Bills of Entry and Shipping Bills; it mandates prior registrations (IE Code, Customs Brokers, Shipping Lines, DGFT licences, bank accounts), prescribes service centre and ICEGATE remote filing procedures including digital signatures, and automates valuation, duty calculation, licence/debit ledgers and bond management. Workflow assigns B/Es to Appraising Groups, supports first/second check examinations, concurrent audit, RMS risk based facilitation, and integrates DEPB/EPCG/EOU and other scheme ledgers with centralized debiting and Transfer Release Advice handling.

      Customs Clearance in case of RMS facilitated BEs for the import of pulses for DPD/AEO Clients – Reg.
      Summary: DPD importers with RMS facilitated Bills of Entry for pulses must file an advance Bill of Entry, provide both DPD and CFS stacking codes 72 hours in advance, and furnish a No Use Bond under PN 182/2016. The No Use Bond is accepted by Group or CFS Officers and forwarded to the Appraising Group, which maintains records and acts on PGA reports or non submission. OOC is issued on production of the No Use Bond; sampling is to be coordinated with PGAs in the CFS DPD area. If the NOC takes more than two days, the importer/CB must cancel OOC and convert the BE to warehouse.

      Summary: The notice permits Customs to accept STPI, Pune's yearly or consignment-wise permission for import of capital goods, jigs and fixtures for registered units under the Export Oriented Units Scheme, provided the permission specifies description, quantity and value of the goods to be imported.

      Export of Factory Stuffed refrigerated container; further clarification regarding
      Summary: Customs will not insist on prior physical entry of refrigerated containers into the Parking Plaza; upon arrival exporters may seek registration and issuance of Let Export Order where RMS facilitation applies. Preventive Officers will verify seal and container numbers and condition and may process LEO if in order. If a shipping bill is not RMS facilitated and is selected for examination, refrigerated containers must be routed through a CFS for examination and completion of customs procedures. The relaxation is temporary and issued as a standing order.
