      Summary: The Composition Scheme under section 10 is amended to permit eligible registered persons whose aggregate turnover in the preceding financial year falls below the revised threshold to opt to pay tax under rule 7 instead of tax under section 9, with a lower threshold applying in specified hilly States. Certain manufacturers are disqualified from opting for composition levy by reference to specified tariff items and descriptions; interpretations of tariff references follow the First Schedule to the Customs Tariff Act. The notification supersedes the earlier notification and specifies its effective date.

      Seeks to prescribe the due dates for furnishing of FORM GSTR-3B for the months of April, May and June, 2019.
      Summary: Each monthly FORM GSTR-3B for April-June 2019 must be furnished electronically through the common portal on or before the twentieth day of the succeeding month, with a specified extension allowing April 2019 returns for listed Odisha districts to be furnished on or before the twentieth day of June 2019; tax liabilities declared in FORM GSTR-3B must be discharged by debiting the electronic cash ledger or electronic credit ledger by that last filing date.

A proviso sets an alternate electronic furnishing deadline for April 2019 for registered persons in specified districts of Odisha. Time limits for furnishing details or returns under the provisions dealing with inward supplies and returns for July 2017 to June 2019 will be notified later in the Official Gazette.

      Summary: Any person engaged exclusively in the supply of goods is exempt from obtaining registration under the Central Goods and Services Tax Act, 2017 where the person's aggregate turnover in a financial year does not exceed forty lakh rupees, subject to exclusions for persons required to take compulsory registration, persons making supplies of goods listed in the notification's Table, persons making intra State supplies in specified States and Union Territories, and persons who exercise the option to be registered or intend to continue registration.

      To give composition scheme for supplier of services with a tax rate of 6% having annual turn over in preceding year upto ₹ 50 lakhs.
      Summary: Notification establishes a composition scheme charging central tax at three percent on intra State first supplies by registered persons whose preceding year aggregate turnover did not exceed fifty lakh rupees, subject to eligibility limitations (no inter State supplies, not casual/non resident, not via specified e commerce operators, and exclusions in the annexure). Persons under the scheme shall not collect tax or claim input tax credit, must issue a bill of supply with a required declaration, pay tax on inward supplies where applicable, and where prior input tax credit was availed must remit equivalent credit amounts with remaining credit lapsing.

      Summary: Exemption from registration applies to any person engaged in exclusive supply of goods whose aggregate turnover in the financial year does not exceed forty lakh rupees, except persons required to take compulsory registration under section 24, persons supplying goods specified in the Table by tariff item or chapter, persons making intra State supplies in specified States and Union Territories, and persons exercising the option under sub section (3) of section 25 or continuing registration.

      To give composition scheme for supplier of services with a tax rate of 6% having annual turn over in preceding year upto ₹ 50 lakhs
      Summary: Notification allows registered persons with aggregate turnover up to fifty lakh rupees in the preceding financial year to opt for a composition scheme under which Union Territory tax is levied at the notified reduced rate on intra State supplies. Eligible persons must meet specified exclusions, may not collect tax from recipients, cannot claim input tax credit, must issue a bill of supply with a prescribed declaration, and must pay tax on inward supplies as applicable. Those who have availed input tax credit and opt into the scheme must remit equivalent credit for inputs and capital goods, after which remaining credit lapses.

      Summary: The Central Government directed that the service tax payable under section 66B of the Finance Act, 1994, on services provided by training providers (project implementation agencies) under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana-offering skill or vocational training courses certified by the National Council for Vocational Training-shall not be required to be paid for the period commencing 1 July 2012 and ending 31 March 2016, based on a generally prevalent practice of non-levy during that period.

Buy-one-get-one offers are treated as supplying multiple goods for one price, with taxability determined by whether the transaction is a composite or mixed supply and input tax credit available. Invoice-disclosed and pre-established volume discounts that meet valuation conditions are excluded from taxable value and permit input tax credit claims. Secondary post-supply discounts do not qualify for exclusion from value and credit notes may be issued commercially.
