of <h1>No freeze: structured approval for new medical colleges and MBBS seat increases under NMC Act 2019 and 2023 regulations</h1> The government reported that the medical regulator has not decided to freeze approvals for new medical colleges or MBBS seat increases for 2025-26 and has implemented a structured approval regime under the NMC Act, 2019 and 2023 assessment regulations. Applications are invited online by the Medical Assessment and Rating Board (MARB) only from institutions meeting Minimum Standard Requirements; MARB conducts preliminary scrutiny, issues show-cause notices for deficiencies, and uses randomly selected expert assessors. Permissible verification methods include document checks, Aadhaar-based attendance, live video, HMIS data and surprise inspections; Letters of Permission are issued only upon full compliance.
