While both states adopted similar industrial policies following the Union Government's Concessional Industrial Package for Hill States in 2003, Uttarakhand focused on planned industrialization within designated estates, enhancing infrastructure and leveraging government support. This approach led to a 9.5-fold increase in its industrial economy and an 18-fold rise in its tax revenue base. In contrast, Himachal Pradesh, which allowed industries to purchase land directly from farmers, saw a more modest economic growth.
