Surrender is permitted on an applicant's request and is deemed expired on acceptance after inquiry and satisfaction that there has been no contravention and management of foreign contribution and assets has been vested; voluntary surrender uses FORM FC-7. Cancellation may follow inquiry if the holder made incorrect statements, breached terms, contravened provisions, is inactive or defunct, or on public interest grounds; cancellation requires an opportunity of being heard and carries a statutory disqualification period, a route for administrative revision, and an appeal to the High Court.
