Failure to apply or pay results in the certificate being deemed to have ceased, prohibition on receipt or utilisation of foreign contribution, and vesting of unutilised foreign contribution and related assets with the prescribed authority. The Central Government may inquire, ordinarily decide within ninety days, communicate reasons for delay, and refuse renewal for violations.
