<h1>Body-worn cameras for Customs Red Channel baggage checks: mandatory audio-video recording of all passenger interactions, strict storage rules enforced</h1> Mandatory use of Body Worn Cameras (BWCs) with audio/video recording is prescribed for uniformed Customs baggage-clearance officers deployed at the Red Channel of international airports, and officers are advised to wear BWCs during any passenger interaction within airport premises; interactions must be recorded from commencement until completion with passenger intimation, thereby increasing transparency, accountability, and public confidence. A uniform SOP under CBIC is instituted requiring nominated officers to wear and handle BWCs under DC/AC supervision with shift-wise logs; secure, password-protected and encrypted storage with 24-hour transfer to vigilance custody and backup; prohibition on Wi-Fi/Bluetooth/SIM-enabled devices and on tampering/deletion/unauthorised access; 90-day retention unless needed for proceedings; controlled external access only with Commissioner approval; and documented exceptions for non-use. Instructions take immediate effect.
