Initially, clearances were allowed only if the DEPB scrip's port of registration, the port of clearance, and the warehouse were under the same customs commissioner's jurisdiction. Due to the reallocation of customs and excise work, many warehouses now fall under central excise commissionerates. The amendment permits central excise officers to function as customs officers for clearance purposes. They are responsible for determining the importability of goods and reporting clearances to the relevant customs house to monitor TRA/DEPB license utilization.
