The Commissioner of Customs will appoint airlines' approved agents as custodians responsible for cargo transshipment, subject to a one-year permit renewable every three years. Transshipment must comply with the Customs Act and relevant regulations, with cargo properly manifested and secured under customs supervision. Custodians must provide bank guarantees, insure goods, use secured vehicles sealed with customs bottle seals, and maintain designated warehouses with dual locking and customs oversight. Detailed transshipment applications and documentation are required, and customs officers will supervise loading, sealing, and receipt at the destination. Custodians must provide proof of cargo handover within 30 days or face action. Costs for preventive staff will be borne by the custodian on a cost recovery basis.
