Power to remove difficulties enables executive orders to correct Scheme implementation, subject to parliamentary laying requirement. The Central Government may, by order not inconsistent with the Scheme, remove difficulties in giving effect to the Scheme; no such order may be made after the expiry of a two year period from the Scheme's commencement, and every order must be laid before each House of Parliament as soon as practicable.
