Power to remove difficulties enables Central Government to make orders not inconsistent with the Act to resolve implementation issues. The Central Government may, by order not inconsistent with the Act, remove difficulties in giving effect to the provisions of the Act, but no such order shall be made after the expiry of two years from the commencement of the Act.
