          <h1>Repeal of Public Debt Act preserved prior acts and rules as valid under amended Government Securities framework.</h1> Clauses 132-140 amend the Government Securities Act to specify territorial application and commencement, revise definitions and certain operative phrases, preserve notifications restricting transferability, omit select subsections in sections 3, 31 and 32, and repeal the Public Debt Act with savings by deeming prior acts and rules under the repealed Act to be validly done or as Bank regulations under the Government Securities Act.
