          <h1>Special provisions for Sikkim: transitional constitutional arrangements deem the existing assembly and secure continuity while enabling presidential adaptations.</h1> Special constitutional arrangements deem the assembly elected in April 1974 to be the Legislative Assembly of Sikkim, reduce the deemed Assembly's five year term reference to four years, allot one seat in the House of the People to Sikkim with that representative elected by the Assembly members, vest existing government property in the State, deem the functioning High Court to be the State High Court, continue existing courts and laws until altered, permit the President to adapt pre existing laws within two years, and allow Parliament and the President to make protective and facilitating provisions for Sikkim's transition.
