Amendment to Article 81 adds reference to paragraph 4 of the Tenth Schedule in clause (1). The amendment substitutes the limiting phrase in clause (1) of Article 81 to make that clause explicitly subject to paragraph 4 of the Tenth Schedule as well as the pre existing constitutional provision, thereby aligning clause (1)'s application with the Schedule's conditions and noting the statutory commencement notification.
