Retrospective operation of constitutional provisions declared to take effect, validating earlier force of specified amendment provisions. Section 3 and clause (a) of Section 5 of the Constitution (14th Amendment) Act, 1962 are declared by a deeming provision to have had retrospective operation and to be treated as having come into force on 16 August 1962, fixing their operative commencement at that earlier date.
