<h1>Parliament Can Establish Local Legislatures or Councils for Union Territories Under Article 239-A Without Amending Constitution.</h1> Article 239-A, introduced by the Constitution (14th Amendment) Act, 1962, allows Parliament to establish local legislatures or councils of ministers for certain Union Territories, including Himachal Pradesh, Manipur, Tripura, Goa, Daman and Diu, and Pondicherry. This can involve creating either an elected or partly nominated and partly elected legislative body, a council of ministers, or both, with specific powers and functions as defined by law. Such laws are not considered constitutional amendments under Article 368, even if they alter the Constitution.
