Vesting of maritime resources: Union ownership and parliamentary authority to define maritime limits, plus Ninth Schedule protection for key statutes.

The proposal extends Union vesting to lands, minerals and other things of value underlying the ocean within the exclusive economic zone and other resources of that zone, and transfers authority to define limits of territorial waters, continental shelf, exclusive economic zone and maritime zones to laws made by Parliament. It also proposes inclusion of specified Central and State enactments in the Ninth Schedule to protect progressive land reform, private forest and special statutes from constitutional challenge and from interim judicial orders that impede implementation.
