of <h1>Early Childhood Care and Education Becomes State Responsibility for All Children Under Six Years Through Constitutional Amendment</h1> This amendment substitutes Article 45 of the Constitution with a new provision that obligates the State to endeavor to provide early childhood care and education for all children until they complete six years of age. The amendment was enacted through the Constitution (86th Amendment) Act, 2002, but came into force on April 1, 2010, as notified through S.O. 427(E) dated February 16, 2010.
