Competition assessment template: evaluate legislative provisions for effects on market entry, choice, and competitive dynamics.

Template directing assessors to identify a legislation/policy, provide a general competition assessment of how its provisions and implementation affect competition (entry/exit, participants, information symmetry, incentives), and to evaluate whether provisions restrict choices or conflict with Competition Act objectives. For each potentially anti-competitive provision the assessor must reproduce the text, analyse competitive effects and rationale, judge necessity, propose modifications (including sunset clauses), assess impact of modifications on policy objectives, and record countervailing justifications, supported by data and signed submissions.
