Power to remove difficulties permits presidential orders to address implementation obstacles, subject to time limit and parliamentary laying.

The provision grants the President a remedial Power to remove difficulties to make orders not inconsistent with the Act that appear necessary or expedient to remove obstacles to its implementation. That power is subject to a temporal limitation of five years from the appointed day and a parliamentary oversight requirement that every order be laid before each House of Parliament.
