Appointment of adjudicating officer: Board may designate a senior officer to conduct inquiries and impose penalties. The Board may appoint any of its officers not below the rank of Division Chief to be an adjudicating officer whenever it is of the opinion that there are grounds for adjudication under the relevant statutory provisions, and such adjudicating officer shall hold an inquiry for the purpose of imposing penalties under those provisions.
