<h1>Authority Reviews Applications, Holds Hearings, and Issues Advance Rulings; Rejection Requires Hearing and Stated Reasons</h1> Upon receiving an application, the Authority forwards it to the concerned officer and may request relevant records. The Authority examines the application, hears from parties involved, and decides whether to admit or reject it. An application is not admitted if the issue is pending or decided elsewhere, and rejection requires a hearing and stated reasons. If admitted, the Authority provides an advance ruling after further examination and hearings. In case of differing opinions among members, the matter is referred to the Appellate Authority. The ruling is issued within ninety days and sent to relevant parties.
