Collection and payment of arrears of duties require unpaid or uncollected proceeds paid into Reserve Bank for credit. Notwithstanding repeal of enactments in the Third Schedule, proceeds of duties levied immediately before the appointed date that are collected but not paid, or not collected, shall be collected or paid into the Reserve Bank of India for credit to the Consolidated Fund of India.
