of <h1>Rule 5 establishes Enforcement Directorate's authority to compound FEMA contraventions based on monetary thresholds and officer hierarchy</h1> Rule 5 of the Foreign Exchange (Compounding Proceedings) Rules 2000 establishes the Enforcement Directorate's authority to compound contraventions under section 3(a) of FEMA based on monetary thresholds. Deputy Directors handle cases up to five lakhs, Additional Directors for five to ten lakhs, Special Directors for ten to fifty lakhs, Special Directors with Deputy Legal Advisers for fifty lakhs to one crore, and Directors with Special Directors for amounts exceeding one crore. Contraventions cannot be compounded if committed within three years of a previous compounding. Applications require Form submission with Rs.5000 fee to the Director in New Delhi.
