Transport of warehoused goods must be under a one-time-lock affixed by the proper officer, the licensee, or the bond officer when moved between customs stations and warehouses or for export; the Principal Commissioner or Commissioner may permit transport without the one-time-lock having regard to the nature of the goods or manner of transport.
