Disclosure of information: initial application copy sent without annexures, full documents forwarded only after an order to proceed. The Settlement Commission may send the application copy to the Commissioner of Central Excise excluding the annexure and its accompanying statements and documents when calling for a report; if an order is made to proceed with the application, the annexure and its statements and documents shall then be forwarded to the Commissioner together with a copy of that order, creating a two stage disclosure protocol for application materials.
