<h1>Rule 3: Selection Committee process for appointing Authority for Advance Rulings Chairman and Vice-Chairman, panel, quorum, timeline</h1> Rule 3 of the 2016 Rules provides that the Chairman and Vice-Chairman of the Authority for Advance Rulings (Direct Taxes) are appointed by the Central Government from a panel recommended by a Selection Committee. The Committee comprises the Chief Justice of India or a nominated Supreme Court Judge as Chair, and the Secretaries to the Government of India in the Departments of Revenue, Legal Affairs, and Personnel and Training. A quorum requires any three members, including the Chair. The Committee must recommend a panel of three names for each post and submit its recommendations to the Central Government within 120 days of the reference.
