Consignor bill submission required: consignor must present prescribed duplicate bill, declare its truth to proper officer when goods are transported Consignor must present to the proper officer a bill in duplicate in the form specified in Appendix A and make an entry that goods are to be transported; the consignor must also subscribe a declaration at the foot of the bill affirming the truth of its contents when presenting the bill.
