Savings provision preserves rights and liabilities; proceedings and penalties remain enforceable despite rule supersession continuity Rule 9 provides that the supersession of the 2002 Rules by the 2011 Rules does not affect rights, obligations or liabilities acquired or incurred under the earlier Rules; any penalty, forfeiture or punishment for contraventions remains subject to enforcement and any related investigation, legal proceeding or remedy may be instituted, continued or enforced as if the earlier Rules had not been superseded.
