Savings clause preserves pre-existing rights and liabilities under prior telecommunications cost accounting rules, allowing proceedings to continue. Rule 9 provides that the supersession of the earlier telecommunications cost accounting rules does not affect rights, obligations or liabilities accrued under them; penalties, forfeitures and punishments incurred remain applicable; and related investigations, legal proceedings and remedies may be instituted, continued or enforced as if the earlier rules were still in force.
