Costs allocation in mutual assistance: contracting parties must agree incidence of costs for providing assistance under the treaty. Article 10 requires that the incidence of costs incurred in providing assistance under the treaty be agreed by the Contracting Parties, obliging bilateral consultation and mutual determination of cost-bearing rather than prescribing a default allocation.
