Minimal Operations Under Customs Tariff Rules 2009 Do Not Qualify as Originating for ASEAN-India Trade Agreement

Under the Customs Tariff Rules of 2009, certain minimal operations and processes do not qualify a product as originating from a party within the ASEAN-India Preferential Trade Agreement. These include preservation methods, simple operations like dust removal or sorting, basic packing, labeling, simple mixing, assembly, disassembly, slaughter, and dilution. For textiles, non-qualifying processes include simple combining, labeling, cutting, trimming, finishing, dyeing, or printing. These operations alone, or in combination, do not meet the criteria to establish a product's origin under the agreement.
