<h1>Regulation 3: Customs can permit unaccompanied baggage by goods train if insured and Quick Transit Service is unavailable.</h1> Regulation 3 of the Baggage (Transit to Customs Stations) Regulations, 1967, allows the Principal or Commissioner of Customs to permit unaccompanied baggage to be transported to a customs station by goods train for clearance, provided the goods are insured. This discretion is applicable if the passenger or their agent demonstrates that the goods cannot be transported by passenger train due to size, weight, or financial strain. However, if Quick Transit Service is available, it must be used. Quick Transit Service ensures guaranteed delivery within a stipulated time over the Indian Railway System.
