Preliminary findings in safeguard investigations allow expedited recording, public notice and transmission to central ministries. Preliminary findings permit expedited action in safeguard investigations where the Director-General may, in critical circumstances, record a preliminary finding of serious injury or threat of serious injury, issue a public notice of that finding, and transmit a copy of the public notice to the Central Government for communication to the central ministries responsible for commerce and finance.
