Provisional safeguard measure permits suspension or increase of customs duty where partner imports substantially cause injury to domestic industry. When the Director-General preliminarily finds that elimination or reduction of a Trade Agreement duty has caused imports from Singapore to rise and to be a substantial cause of serious injury or threat to domestic industry, the Central Government may suspend further duty reductions or raise the customs duty on the article up to the lesser of applicable MFN applied rates (including a seasonal MFN comparator where relevant); such safeguard measures are limited in duration.
