The appropriate Government may appoint assessors or direct officers or committees to inquire into workplace accidents or epidemic occupational diseases, fix responsibility, suggest preventive action, and submit reports; those conducting inquiries or surveys have civil court powers to enforce attendance and production of evidence and may exercise necessary Inspector-cum-Facilitator powers, while the Central Government may prescribe procedural rules.
