The Competent Authority may remit a case to the Inquiry Officer for fresh or further inquiry with reasons recorded; the Inquiry Officer must conduct further inquiry accordingly. If the Competent Authority disagrees with the Inquiry Officer on any charge it must record reasons and may record its own findings when evidence is sufficient. The Competent Authority may impose specified penalties notwithstanding other provisions or, if satisfied no penalty is warranted, pass an order exonerating the employee.
