The employee must be informed in writing of the alleged lapses and given up to 15 days to submit a written defense. The Competent Authority will consider this defense before making a decision. If an inquiry is deemed necessary, the procedure for major penalties under Regulation 80 will be followed. The record of proceedings must include the statement of imputations, the employee's defense, and the Competent Authority's orders with reasons.
