Provisional bilateral safeguard measures allow temporary customs duty adjustment on originating goods under limited conditions.

A provisional bilateral safeguard measure may be imposed on the basis of preliminary findings by the Director General. It may suspend further reduction of customs duty on the originating good or increase the duty to a level not exceeding the lower of the relevant Most Favoured Nation rate on the date of imposition or the rate in force immediately before the investigation period began. The measure is temporary and may remain in force for no more than two hundred days from the date of imposition.
