Rulemaking power allows central government to prescribe procedures, qualifications, and reporting requirements for Aadhaar implementation and related authorities.

The Central Government may, by rules, prescribe procedures and requirements to carry out the Act, including oath formalities, permitted authentication purposes, salaries and terms for the Chairperson and Members, powers of the Chairperson and Authority, form of accounts, timing and manner of returns and annual reports, qualifications and appointment of Adjudicating Officers, and the form, manner and fee for appeals, with a general residual power to prescribe any matter necessary for implementation.
