Higher-grade recruitment is allowed only where suitable internal candidates are unavailable or work exigencies require it. Selection is through competitive examination using written tests, interviews, group discussions, or a combination, except that interviews and group discussions do not apply to Multi-Tasking Staff. Recruitment procedures may be relaxed for recorded reasons while preserving fairness, transparency and merit-based selection.
