Base metals classification rules define exclusions, alloy treatment, composite articles, and product-form standards for import policy.

Section XV of the ITC (HS) import policy defines the scope of base metals and articles of base metal, excludes specified goods of other chapters and sections, and sets out interpretive rules for "parts of general use," "base metals," and "cermets." It also prescribes classification rules for alloys and composite articles, and defines product forms such as waste and scrap, powders, bars and rods, profiles, wire, plates, sheets, strip and foil, and tubes and pipes for classification purposes.
