Steel safes and combination lock imports must be proportioned and proven as inputs actually used in export products.

Imports of steel safes fitted with combination locks (item C852) are governed by Standard Input Output norms and suspended per Public Notice No. 03/2024-25; combination lock components are treated net-to-net. Importers must determine and document the proportion of inputs used in the manufacture of export products and ensure imported goods are the same items used or required in the export product.
